</div>Malaysia has strongly condemned the republication of cartoons insulting Prophet Muhammad by French magazine Charlie Hebdo.</div><div><br></div><div>"We strongly condemn any inflammatory rhetoric and provocative acts that seek to defame the religion of Islam as the world has recently witnessed in the form of populist speeches and publication of blasphemous caricatures depicting the Holy Prophet Muhammad,” said Foreign Minister Hishammuddin Hussein in a statement.</div><div><br></div><div>The condemnation came after French President Emmanuel Macron defended the magazine and referred to Islam as “a religion in crisis all over the world," causing outrage among Muslims across the world.</div><div><br></div><div>Earlier this month, a French teacher was beheaded by a Chechen origin teenager after he showed the cartoons in a class on freedom of speech. </div>Pakistan Aeronautical Complex (PAC) on Monday unveiled the attack version of Super Mushak turboprop aircraft.</div><div><br></div><div>The PAC-manufactured aircraft was displayed equipped with anti-tank missiles. </div>Since time immemorial Bangladesh has been taking on aids, grants and financial assistance from the global community. But now, it is providing debt relief to another nation, in a testament of the progress the country has made.</div><div><br></div><div>Bangladesh has agreed to give Tk 8.21 crore to the International Monetary Fund (IMF) as debt relief for Somalia under the Heavily Indebted Poor Countries (HIPC) Initiative, as per a letter sent by the finance ministry yesterday to the Washington-based multilateral lender.</div><div><br></div><div>Somalia, a majority Muslim nation just like Bangladesh, is among the top ten poorest countries of the world.</div><div><br></div><div>“Therefore, Bangladesh’s international image would benefit from the grant,” said a finance ministry official.</div><div><br></div><div>The country’s bid to help the war-torn nation comes after IMF Managing Director Kristalina Georgieva wrote to Finance Minister AHM Mustafa Kamal, the IMF governor of Bangladesh, in December last year seeking Special Drawing Right (SDR) 0.70 million, or Tk 8.21 crore.</div><div><br></div><div>SDR refers to an international type of monetary reserve currency created by the IMF in 1969 as a supplement to the existing money reserves of member countries.</div><div><br></div><div>The IMF uses SDRs for internal accounting purposes. The Bozdoğan and Gökdoğan missiles were first introduced at the 13th International Defense Industry Fair (IDEF 2017) and both missiles underwent ballistic launches from the ground. These tests measured the rockets' engine performance, without the guidance for the ability to destroy targets. The tests were completed in the Black Sea province of Sinop.</div>

At the COP25 gathering earlier this month in Madrid, Africa’s nations were urged to seek out climate-conscious solutions to the challenges of continued economic development on the continent. As thousands of East Africans are suffering the effects of extreme weather events in the region, the need to find an effective response to climate change has never been more pressing. (<b><a href="https://www.sustainability-times.com/expert-opinions/can-nuclear-unlock-africas-development/">more</a></b>)<br />

Africa has already demonstrated its commitment to change: 51 of 54 African countries have ratified their climate change targets – Nationally Determined Contributions (NDCs) – under the Paris Accord. Ambitious renewable initiatives are being deployed, too. ‘Desert to Power’ is a $20 billion venture that will roll out solar energy installations across the Sahel region, designed to provide around 250 million people with clean electricity.<br />
<br />
Powering growth and development<br />
Despite the progress so far, it’s unlikely that the continent’s energy needs can be met by renewables alone. The 48 countries in sub-Saharan Africa generate an amount of power roughly equivalent to that of Spain – despite a population 18 times larger. World Bank data shows that almost six out of ten people living in this region lack access to electricity. In the face of rapid population growth and mounting international pressure to tackle climate change, ramping up energy production while keeping a lid on greenhouse gas emissions is a tricky balance to achieve.<br />
<br />
Huge investments have been made in harnessing hydro, wind and geothermal sources: the continent’s flagship Grand Renaissance Dam on the Nile is projected to deliver 6,000 MW when completed. But as droughts become more frequent, there are concerns about an over-reliance on a continued abundance of water for a key electricity source. Water levels at Kariba Dam in Southern Africa are at the lowest in years.<br />
<br />
Combining renewables with nuclear power, however, makes the task of powering Africa’s growing economies more viable – not to mention the other useful and often overlooked aspects that nuclear can contribute to development. Although South Africa is the only country on the continent currently operating a nuclear power plant, the technology is being increasingly considered by African leaders. For example, works are set to begin on a new 4.8GW plant in El Dabaa Egypt next year, which is being developed by Russia’s Rosatom.<br />
<br />
Other countries including Ethiopia, Zambia, Nigeria and Ghana also have memorandums of understanding with Rosatom that pave the way for nuclear development. South Korea are also looking to invest in the continent’s energy industry, while Chinese nuclear firms have entered into agreements with Kenya, Sudan and Uganda. Energy is a key driver for development. In Ghana, for example, nuclear is seen as the obvious way to provide reliable energy for bauxite refineries which would increase jobs and export capacity.<br />
<br />
Technology beyond electricity<br />
But nuclear technology provides more than just energy: many advanced nuclear designs produce high-temperature process heat for uses in desalination plants, chemical production and even district heating systems. These subsidiary features would allow nuclear technology to benefit society beyond the generation of electricity – and potentially accelerating its deployment.<br />
<br />
Nuclear technologies are already being used in agriculture, for example, where isotopes and radiation techniques are harnessed to combat pests and diseases or to increase livestock and crop production. For instance, farmers in Benin have increased their maize yields by 50 percent, while simultaneously reducing the amount of fertiliser used by 70 percent, thanks to the deployment of nuclear-derived nitrogen-fixation methods – the same techniques that are allowing Maasai farmers in Kenya to double vegetable crop yields with half the irrigation of traditional methods.<br />
<br />
Releasing sterilised male insects – using the nuclear-derived sterile insect technique – into pest-infested areas to suppress and eventually eliminate insect species has proved highly effective. Yet is safer for the environment and human health than conventional pesticides. Wider applications include improving food safety by detecting contaminants in food products and beefing up traceability systems with stable isotope analysis.<br />
<br />
It’s estimated that a fifth of the world’s population has no access to safe drinking water – a figure that’s certain to increase as populations grow and global freshwater sources decline. UNESCO predicts that a shortfall in freshwater supplies could hit 500 trillion gallons per year by 2025. In drought-stricken regions, freshwater production through nuclear desalination can be a cost-effective solution. Desalination by reverse osmosis or evaporation uses huge amounts of – often expensive – energy.<br />
<br />
By contrast, nuclear desalination could use the excess heat from new reactor designs like Small Modular Nuclear Reactors (SMRs) to produce thermal and electrical energy without emitting greenhouse gases, which then transforms seawater into freshwater. While capital costs for nuclear plants are initially high, fuel costs are low and stable: a doubling in the price of uranium would result in only a five percent increase in the total cost of energy generation. In contrast, an equivalent increase in oil would cause freshwater production costs to surge by 70 percent.<br />
<br />
Finding a way forward<br />
Although nuclear power offers a carbon-neutral option for Africa’s nations, some challenges need to be overcome for nuclear to become a norm in the region. It requires a high-level of investment and the costs involved in bringing the infrastructure up to speed in certain areas should not be underestimated.<br />
<br />
No wonder that African countries have demanded “special consideration” at COP25 going forward in their development. Developed countries with nuclear expertise could include financial assistance for such energy projects in their efforts, given that gaining access to large amounts of cheap electricity from nuclear plants that run without interruption could be the key to boosting domestic manufacturing and quality of life.<br />
<br />
With the mitigation of climate change at the top of the agenda, nuclear could be an important option for a continent in dire need of cost-effective, clean and reliable electricity to power growth and development in its rapidly expanding economies.</div>

Syria’s Parliament has approved contracts for oil exploration with two Russian companies in an effort to boost production hit by more than eight years of war and Western sanctions.<br />

State news agency SANA said the deals cover exploration and production in three blocs, including an oil field in northeast Syria and a gas field north of the capital Damascus.<br />

It said the contracts, passed in a parliament session Monday, were signed earlier this year with two Russian firms it identified as Mercury LLC and Velada LLC.<br />

Oil Minister Ali Ghanem said handing contracts to these companies was in line with the government’s strategy “towards friendly states that stood by Syria, with Russia and Iran at the forefront.”<br />
<br />
Shunned by Western powers, Syrian President Bashar al-Assad has looked to allies Russia and Iran to play a role in rebuilding, after they helped Syria’s army reclaim most of the country.<br />
<br />
Syria produced around 380,000 barrels of oil per day before the war but production collapsed after fighting hit the oil-rich east. Oil fields have largely been in the hands of Kurdish fighters who seized swathes of north and east Syria from Islamic State with U.S. help.<br />

U.S. President Donald Trump has said that despite a military pullback from northeast Syria, a small number of U.S. forces would remain “where they have the oil.”<br />

“Unifying the legal regime of the Iranian and Iraqi capital market is one of the provisions of the memorandum, which will be overseen by a bilateral joint committee,” Mohammadi said.<br />

However, Iraqi economic expert Bassem Jamil Antoun doubted that the agreement could be implemented given the US sanctions imposed on Iran.<br />
<br />
“The Iraq Securities Commission has the right to conclude agreements with countries in case there are agreements that allow it. However, any transfer of money in dollars from Iraq to Iran cannot be performed because Iraq’s Central Bank is committed to applying sanctions on Iran,” he told Asharq Al-Awsat.<br />

The Asian Infrastructure Investment Bank’s (AIIB) Board of Directors recently approved two investment projects in Turkey totaling USD500 million. These projects will help the country advance its urban and energy infrastructure development. Among these investments, a USD300-million sovereign-backed loan for the Istanbul Seismic Risk Mitigation and Emergency Preparedness Project will improve Istanbul’s disaster resilience against earthquakes and enhance the city’s emergency preparedness. It builds on a previous successful project initiated by the World Bank and similar projects supported by many International Financial Institutions.<br />

As AIIB’s first urban project in Turkey, the investment will finance structural retrofitting and reconstruction of priority public buildings such as schools, hospitals and other social facilities. This will reduce potential future earthquake damage to these facilities and save lives. Emergency equipment such as power generators and water storage tanks will be supplied to enhance emergency preparedness. Energy efficiency and water conservation measures in targeted buildings will also be enhanced. The project will also support institutional capacity building, public awareness, training and project management.<br />

“The project is aligned with the aspirations of AIIB’s Sustainable Cities Strategy by making Istanbul’s critical public buildings greener and more resilient to seismic shocks,” said AIIB Vice President and Chief Investment Officer D.J. AIIB will provide long-term financing through Türkiye Kalkınma ve Yatırım Bankası (the Development and Investment Bank of Turkey or TKYB) to privately owned companies in Turkey for investments in renewable energy and energy efficiency infrastructure. These investments will cover power generation based on wind, solar, geothermal and biomass, along with energy efficiency projects that will result in energy savings and a reduction in carbon dioxide emissions.<br />

Energy demand in Turkey is expected to increase by 50 percent over the next decade. The country aims to increase renewable energy’s share of total power generation to 50 percent by 2023 and reduce primary energy consumption by 14 percent in the same year.<br />

“AIIB’s financing will help address TKYB’s need for long-term capital for infrastructure projects,” said AIIB Vice President Pandian. “The on-lending facility will help increase Turkey’s installed capacity of renewables-based power generation and improve energy efficiency of existing installations. It aligns with AIIB’s Energy Strategy and commitment to advancing sustainable infrastructure. The project will also allow AIIB to strengthen TKYB’s environmental and social capabilities.”<br />
<br />
To date, AIIB has invested in five projects in Turkey with a total amount of USD1.4 billion covering infrastructure development in the energy, finance and urban sectors.<br />

Dr Mahathir Mohamad today again pushed for the gold dinar to be used by Muslim countries, saying the United States dollar was sometimes unstable. (<b><a href="https://www.freemalaysiatoday.com/category/nation/2019/12/21/dr-m-again-pushes-for-gold-dinar-citing-unstable-dollar/">more</a></b>)<br />

The prime minister said most countries had to use the US dollar as international currency, but added that it was “sometimes strong, sometimes weak”.<br />

The greenback, Mahathir said, can hamper trade, but gold has a certain value for all countries in the world.<br />
<br />
“If we use gold as standard, we can call our currency by whatever name we want, but they must relate to the value of gold in your country.<br />
<br />
“So, if you know the value of gold in your country and the value of gold of your trading partner, we know how much gold is being traded.<br />
<br />
“That is the gold dinar standard, that was what was proposed, so we will look at it carefully,” he told reporters after the closing of the Kuala Lumpur Summit.<br />

Gold was once used to back fiat currencies. It was also used as the world reserve currency through most of the 20th century. The US used the gold standard until President Richard Nixon discontinued it in 1971.<br />

Earlier, in his speech, Mahathir said he suggested to participants at the summit to revisit the idea of trading using the gold dinar and barter.<br />
<br />
“We are seriously looking into this and we hope that we will be able to find a mechanism to put it into effect,” he said.</div>
